On top of the price, a property buyer pays about 5–8% extra in 2026, without an agent: transfer tax of 3.09%, notary (0.8% up to 120,000 € + VAT), Κτηματολόγιο (Hellenic Cadastre, 5‰ + 20 €) and, if chosen, a lawyer. For a first home with the transfer-tax exemption the amount drops a lot.

02What affects the price
ΦΜΑ is calculated on the higher of the two values. The notary’s fee and the Κτηματολόγιο are calculated on the same basis.
Tax-free up to 200,000 € for a single person and 250,000 € for a married person (+25,000 € per child for the first two, with more for further children).
For new builds there is a VAT suspension until 31.12.2026. If it does not apply, 24% VAT is paid instead of ΦΜΑ.
About 2% + VAT, when there is one. It is the biggest cost after the tax.
Sources describe a lawyer as optional but recommended. The fee is negotiable, with minimum limits in the Lawyers’ Code.
03Regional differences
The tax, notary and Κτηματολόγιο rates are the same across the country. The difference by area lies in the objective values: in areas where the objective value is higher than the price, you pay tax on the objective value. In areas where the cadastral survey has only just been completed, the entry in the cadastral book carries +1‰.
04Tips before you pay
- Calculate the costs on the higher of the two values (price or objective value), not just on the price.
- If you qualify for the first-home exemption, prepare the documents early. The saving is thousands of euros.
- Ask the notary for a written budget of costs before signing.
- Check the titles and encumbrances (mortgages, attachments) before the preliminary agreement, not after.
- For new builds, check with the seller whether the VAT suspension applies and what will happen after 31.12.2026.
The step-by-step procedure (documents, where it is done) is on grafeiokratia.gr (in Greek).
