Floor area and property type

The main factor. Detached houses and commercial premises have more elements to record.

Available plans

Without a floor plan the inspector has to survey the property, and the price goes up.

Heating/cooling systems

Central heating, heat pumps and solar systems must be recorded and documented.

Area

Outside towns or on islands, travel costs are added.

VAT

The lowest market prices are often “+ VAT”.

03Regional differences

In Athens, for a typical 80 m² apartment, one source estimates 70–100 € in total. In smaller towns there are offers from 40–60 € + VAT. On islands and in remote villages the inspector’s travel can be the biggest part of the price, so ask for a local inspector from the register of the ΥΠΕΝ (Ministry of Environment and Energy).

04Tips before you pay

  • Give the inspector a floor plan, the permit or drawings and details of the systems (boiler, air conditioners, solar water heater): you avoid the survey.
  • Ask in writing that registration in the register (buildingcert) and VAT are included.
  • If you are renting out or selling, first check whether you already have a valid certificate (10 years).
  • If you plan to join a scheme like “Εξοικονομώ” (the energy-saving subsidy programme), ask whether the inspector also issues the 2nd certificate after the works and at what price.
  • Do not choose on price alone. A rushed certificate can give the wrong category.
